Civil Service Bill Report to Be Presented in House of Representatives

The report on the Civil Service Bill is set to be presented in the House of Representatives. The meeting will begin at 11 AM, where Ramhari Khatiwada, Chairperson of the State Affairs and Good Governance Committee, will submit the committee’s report on the Federal Civil Service Bill, 2082.

The bill was first introduced to Parliament on 21st Falgun, 2080, and has since passed through the committee. It aims to bring the provincial civil service under a clear legal framework linked to federalism.

According to the bill, the Chief Secretary of each province will belong to the federal civil service. Provincial secretaries and chief administrative officers at the local level will be part of the provincial civil service. Until provincial secretaries are appointed, federal officials can be deployed in provinces for up to 10 years.

The bill maintains existing trade union rights and other provisions. After approval by the House of Representatives, it will move to the National Assembly. Once the National Assembly passes it, the bill returns to the House before being sent to the President for final certification. Upon presidential approval, it will become law and take effect.
