Government Workers Protest at Ministry Over New Law Proposal

On Sunday, civil servants gathered in front of the Ministry of Federal Affairs and General Administration at Singha Durbar, Kathmandu. They were protesting against some parts of the Federal Civil Service Bill recently passed by the State Affairs Committee under the House of Representatives.

The protesting staff say that the new bill is not friendly to employees and could hurt their morale.

What do the protesting employees want?

One of the major demands is to reduce the time required for a promotion. Currently, a promotion is given after 7 years of service, but they are asking it to be 5 years instead.

They are also asking for another chance at adjustment for those already working under the federal, provincial, or local governments. Many feel they were not fairly placed in previous adjustments and want a new opportunity.

More key demands raised

The protesters want clear arrangements for inter-province transfers, especially for those working at local and provincial levels. They also want all employees—whether in federal, provincial, or local offices—to be fully included in the civil service definition.

Uttam Katuwal, president of the Nepal Civil Service Employees Union, said the current provisions will lower employee motivation. He warned that if the government and the parliamentary committee do not take their demands seriously, they will start stronger protests from Monday.
