A high-level economic reform commission in Nepal has advised the government to reduce internet prices and spend at least 10% of its development budget on digital infrastructure to speed up digital transformation.

The commission recommended adopting an “Anything for Digital” strategy. It suggested building a complete digital ecosystem and strong infrastructure to support Nepal’s growing IT sector.
More Access to Internet for All Nepalis
To reduce the digital divide, the commission stressed the need to make fixed-line internet widely available across Nepal. Lowering internet charges and expanding infrastructure using the Rural Telecommunication Fund is part of the proposed plan.
Expand Broadband in Rural Areas
The commission proposed expanding broadband connectivity in rural and remote areas to ensure everyone has equal access to digital tools and services.
National Policy Needed for Emerging Technologies
A new national IT policy should be introduced to address emerging technologies like Artificial Intelligence (AI), Robotics, and the Internet of Things (IoT), helping Nepal stay updated with global trends.
Promote Digital Literacy and Cybersecurity
To make all citizens capable of using digital tools, the commission recommended launching a large-scale digital literacy campaign. It also emphasized strengthening cybersecurity to ensure safe and reliable digital services.
Stable Electricity Supply for IT Infrastructure
Regular power supply is necessary for IT infrastructure and data centers. The commission suggested ensuring continuous electricity for government data centers and IT hubs to avoid disruptions.
Standardize and Certify IT Infrastructure
Minimum standards should be set for IT infrastructure. The commission called for a national policy to certify and regulate digital systems and services for consistency and quality.
Design Services Based on Public Needs
When developing IT systems, services should be made fast, reliable, accessible, and high-quality, focusing on the real needs of the public.
Government Agencies Should Share IT Systems
The commission suggested that digital systems used by one government agency should also be usable by others. All data and information within those systems must remain under government ownership and control.
Adopt Risk-Based IT Security Measures
A risk-based approach should be taken to secure digital systems. Integrated software systems should be introduced for internal operations and public services across various agencies.
Single Software System for All Local Governments
The Ministry of Federal Affairs and General Administration should implement a unified digital system for all 753 local governments to improve service delivery and office operations.
Start IT Education at School Level
IT education should begin at the school level. The commission also proposed creating a “Center of Excellence” in one university through a competitive process to lead innovation and training in the IT field.
Provide Online Services in Nepali and Other Local Languages
To help all Nepalis use IT services easily, online content and public services should be available in Nepali or other local languages.
Build IT Workspaces and Hostels for Women Workers
Work centers should be set up in major cities with government support to help IT companies grow. Special facilities like public night transport, girls’ hostels, and housing should be developed to support women working in the IT sector.
Government Must Buy Software Made by Local Companies
All government and public organizations should be required to buy software made by Nepali IT companies to support local developers and the digital economy.
Allocate 10% of Capital Budget to IT Development
At least 10% of Nepal’s total capital budget for the next five years should be spent on developing IT infrastructure like workstations and IT parks.
Establish Innovation Centers Across Provinces
To boost digital growth in all provinces, the government should set up IT and innovation centers in partnership with the private sector. The Balaju Industrial Area should be transformed into the Bagmati IT and Innovation Hub.
Digital Nepal Framework 2.0 on the Way
The commission suggested updating the Digital Nepal Framework 2019 by including more key sectors and redefining the IT sector as a major contributor to economic growth and job creation in the country.
