The Supreme Court of Nepal has ordered the government not to implement its decision to stop issuing NOC (No Objection Certificate) for studying in South Korea—for now.
Justice Sunil Pokharel issued the interim order after a group of affected students, including Eliza Pandey, filed a petition against the government’s move. The order states that the government’s decision made on 2082/1/28, and the notice published on 2082/1/30, should not be enforced immediately.
The court emphasized that many students had already received scholarships and completed the necessary processes. If the decision is implemented, it could cause serious and irreversible damage to them.
The bench highlighted that since the academic session in South Korea has already started, stopping NOC issuance without proper consideration would be unfair to the students.
The Education, Science, and Technology Ministry has been asked to submit a written explanation within 15 days.
