The winter session of the Federal Parliament is commencing today. The first meeting of the winter session will be held at 1 PM at the Parliament building in New Baneshwar.
Also known as the legislative session, the first meeting of the winter session will be addressed by Prime Minister KP Sharma Oli and other leaders. As it is the opening day of the session, members will express their views based on their respective party affiliations, according to Parliament Secretariat spokesperson Eakram Giri.
According to Giri, at the beginning of the meeting, Speaker Devraj Ghimire will read out the letter received from the President regarding the convening of the session, as well as letters from the Prime Minister’s Office concerning the delegation of responsibilities. Similarly, Speaker Ghimire will nominate a member to preside over the meeting as per Rule 10 of the House of Representatives Rules, 2079. After that, members will deliver their statements.
The agenda for today’s meeting also includes the presentation of six ordinances. Prime Minister KP Sharma Oli will present the “Ordinance to Amend Some Nepal Acts Related to Promotion of Good Governance and Public Service Delivery, 2081.”
Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel will present the “Economic Procedure and Financial Responsibility (First Amendment) Ordinance, 2081,” the “Privatization (First Amendment) Ordinance, 2081,” and the “Ordinance to Amend Some Nepal Acts Related to Economic and Business Environment Reform and Investment Promotion, 2081.”
Similarly, Minister for Land Management, Cooperatives, and Poverty Alleviation Balram Adhikari will present the “Ordinance to Amend Some Nepal Acts Related to Cooperatives, 2081,” and the “Ordinance to Amend Some Nepal Acts Related to Land, 2081.”
On the recommendation of the Council of Ministers, President Ram Chandra Poudel had issued the Ordinance to Amend Some Nepal Acts Related to Cooperatives, 2081, on Poush 14. Subsequently, four additional ordinances were issued on Poush 29, followed by the Ordinance to Amend Some Nepal Acts Related to Land on Magh 2. The opposition parties have decided to protest against the ordinances introduced by the government.
Additionally, the Speaker is expected to present various condolence motions during the meeting.
Similarly, in the National Assembly meeting, apart from the mentioned agenda, reports from the committees on the “Media Council Bill, 2080” and the “Renewable Energy and Energy Efficiency Bill, 2081” will be presented.
Several bills are under consideration in both houses, and new bills have also been registered. Important bills related to the implementation of federalism, such as the Federal Civil Service Bill, School Education Bill, and Police Integration Bill, have been pending for a long time. The Parliament Secretariat has stated that these bills are being discussed in the relevant parliamentary committees.
