Online Citizenship Recommendation Service Launched in Biratnagar, Morang

Biratnagar, Nepal – To speed up and simplify the citizenship process, an online recommendation service has been introduced in Biratnagar Metropolitan City, Ward No. 9. The service was officially launched on Sunday by Metropolitan Mayor Nagesh Koirala and Morang Chief District Officer (CDO) Indra Dev Yadav.

CDO Yadav stated that after receiving an online recommendation from the ward, officials can verify the applicant’s identity and issue the citizenship certificate immediately. He highlighted that this system will save time, provide efficient service, and ensure easy access to records when needed. The government has implemented the Centralized Citizenship Information Management System (CCIMS) to improve record-keeping, streamline service delivery, and prevent fraudulent citizenship applications.

Service Expanded to All Wards in Morang

According to CDO Yadav, the online citizenship recommendation service has been launched simultaneously across 159 wards in all 17 local units of Morang. The new system eliminates the need for printed recommendation schedules and enables ward offices to process citizenship requests digitally. Ward offices will enter applicant details into the system, generate a digital recommendation form, and provide a signed copy to the applicant. Once verified at the District Administration Office (DAO), the applicant will receive their citizenship certificate immediately.

With the CCIMS software, the previous manual process of forwarding recommendation forms to the DAO is now handled digitally at the ward level. Previously, ward offices would send filled recommendation forms to the DAO for verification and record entry. Now, ward offices will directly enter applicant details into the software, and the system will store all data centrally. The ward secretary will have a user ID for this system, ensuring that all applicant records are securely maintained.

Implementation and Future Plans

Under the new system, ward offices will scan and upload all necessary documents before printing the recommendation form for the ward chairperson’s signature. This document will then be forwarded to the DAO through the applicant. Starting next Sunday, only online recommendations will be accepted, according to CDO Yadav.

The citizenship records will be stored in the National Server (GIDC) for easy access. The Nepal government has introduced this centralized system nationwide through ward offices in the current fiscal year. This service has already been implemented in districts like Dadeldhura, Eastern and Western Nawalparasi, Chitwan, Syangja, and Kailali.

Biratnagar Mayor Koirala emphasized that this system will provide more accessible services to citizens, eliminating the need for long queues at the DAO. “If someone loses their citizenship certificate, they no longer have to face difficulties. All records will be stored in the software,” he said. “This is a positive aspect of federalism, as many services previously handled at the district level will now be available at the ward level.”
